I never got around to publishing this little project, but I've been using a preview build of it for years as my personal New Tab page in Chrome.
Nootab stores your notes as well as your colors, font and font-size preferences in localStorage. It's a lightweight, vanilla JS solution to keep it loading fast, with no need for an internet connection or a complicated sign-up process.
